Is ghusl on Friday obligatory or just recommended?

There is a genuine and old difference of opinion here. A minority of scholars held it strictly obligatory on the basis of the agreed-upon hadith of Abu Sa'id al-Khudri: "Ghusl on the day of Jumu'ah is obligatory (wajib) upon everyone who has reached puberty," reported by al-Bukhari (879) and Muslim. The majority understand "wajib" here to mean strongly confirmed and morally binding rather than legally obligatory, because of the hadith of Samurah ibn Jundub: "Whoever performs wudu on Friday, that is fine and good; but whoever performs ghusl, ghusl is better" (Sunan Abi Dawud 354, graded hasan; Sunan al-Tirmidhi 497; Sunan al-Nasa'i 1380). The practical outcome is that the Friday ghusl is a sunnah mu'akkadah that a Muslim should not neglect — and the same narration of Abu Sa'id continues by mentioning the siwak and applying perfume before going to the mosque (Sahih al-Bukhari 880). At the very least it becomes a duty in practice for anyone whose body odour would harm the worshippers around him.
