Attending is a strongly emphasised sunnah for women, not a mere concession. Umm ʿAṭiyyah رضي الله عنها said that they were ordered to bring out the menstruating women and the secluded women to the two ʿĪds so that they might witness the good and the supplication of the Muslims, while the menstruating women kept away from the prayer place itself (Sahih al-Bukhari 351 and 974; see also 324 and 981). When a woman asked what one without an outer garment should do, he ﷺ said, "Let her share the veil of her companion." A woman therefore goes out modestly covered, without perfume or adornment on display, and a menstruating woman joins the gathering and the takbīr even though she does not pray. Some scholars regarded her attendance as merely permissible, but the wording "we were ordered" is clear evidence for a strong recommendation.
