Does simply feeling regret over a sin count as repentance?

Sincere regret (nadam) is the very heart of repentance — the Prophet ﷺ said, "Regret is repentance." But genuine regret naturally produces its fruits: immediately abandoning the sin, resolving not to return to it, and restoring people's rights if the sin wronged them. Regret that coexists with continued insistence on the sin is not the true tawbah Allah has commanded.
