Is it permissible to read the Quran from a phone or tablet, and is the reward the same?

Yes, it is permissible, and the reward is for the recitation itself, since Allah praises "those who recite the Book of Allah" (Quran 35:29) without restricting the medium. The overwhelming view of contemporary scholars is that a phone or tablet is not a mushaf: the text is not permanently written on it but appears and disappears at the touch of a button, so touching the device without wudu is allowed — including for one who needs ghusl or is menstruating — and it does not fall under the verse cited for the mushaf, "None touch it except the purified" (Quran 56:77-79). This concerns touching the device; whether a person in a state of janabah may recite at all is a separate question on which the scholars differ. Some scholars still encourage reading from a physical mushaf where possible, out of reverence and to avoid the distraction of notifications.
