What are the rights of a neighbor in Islam?

The rights of the neighbor are so emphasized that the Prophet (peace be upon him) said, "Jibril kept advising me about the neighbor until I thought he would make him an heir." He tied faith itself to good neighborliness, saying, "Whoever believes in Allah and the Last Day, let him honor his neighbor," and swore, "By Allah, he does not believe... the one whose neighbor is not safe from his harm." These rights apply to the Muslim and non-Muslim neighbor alike and include refraining from harm, sharing food and kindness, and helping in times of need.
